Alex brings nearly two decades of state government health policy and project management experience to A1M Solutions. Having worked in both the executive and legislative branches of state government, he’s led large-scale organizational change management, project-managed major software development initiatives, guided budgetary health policy decisions, led user acceptance testing for enterprise systems developments, and written policies and procedures for populations served by public health programs.

In Tennessee, he co-wrote the state's Medicaid eligibility policy manual and implemented enterprise-wide process improvements through successive federal Payment Error Rate Measurement (PERM) and Medicaid Eligibility Quality Control (MEQC) audits. He served on the Board of Directors for the Public Assistance Reporting Information System (PARIS), where he worked closely with the Administration for Children and Families (ACF) and other state agencies to improve communication across Medicaid programs regarding interstate eligibility verification.

In Georgia, he implemented agency-wide compliance of the Settings Rule, Access Rule, Pre-Admission Screening and Resident Review, and Money Follows the Person programs for the Medicaid-eligible subpopulation of behavioral health and developmental disability services recipients.

He brings his desire for clear and actionable communication to public health from his prior time as a newspaper journalist.
